Historic Rehabilitation
HRI Communities will revitalize Touro Shakspeare, a dilapidated and historically significant property located in New Orleans’ Algiers neighborhood, into sustainable, resilient, and affordable senior housing.
Built in 1933 on a sprawling 7.7-acre site, the City-owned Touro Shakspeare property previously operated as an “alms house” providing senior housing from 1934 until damage from Hurricane Katrina in 2005 prompted its closure. HRI Communities plans to rehabilitate the building into a senior housing community while preserving the historic features. Rehabilitation will include an IBHS Fortified roof and resiliency-focused design/construction features that will meet Enterprise Green Communities certification, EnergyStar certification, International WELL Building Institute certification. Touro Shakspeare will offer 52 affordable units, respecting the zoning ordinance’s restriction of this site for use only as an “alms house” in perpetuity. Amenities will include on-site parking, a community center, restoration of the existing chapel as a place of gathering, open-air courtyard space with refurbished fountains, spacious grounds with open green space and shading oak tree canopies, and seating areas integrated into the landscape.
